Developing Alternatives to the Use of Seclusion and Restraint in New Zealand Mental Health Inpatient Settings

The action plan will support the national goal of reducing seclusion and restraint use in mental health services in New Zealand, in order that people can receive services in the least restrictive settings. See box one for the working definition of seclusion and restraint. The action plan will guide the implementation of phase II and phase III of the Seclusion – Time for Change work undertaken by Te Pou on behalf of the Ministry of Health. Phase II will identify, adapt and develop resources, tools and data collection that support the reduction of seclusion and restraint use within mental health services. Phase III will pilot tools and resources in two district health boards (DHBs).
