Using information to make a difference
Based in Hamilton, the work of Te Pou's information programme will further the government's priority for mental health information; shifting the focus from information collection to information use to contribute to quality improvement and to inform recovery. The Information programme has a number of key drivers, as follows.
- To lead the development of an outcomes culture in New Zealand through the MH-SMART initiative.
MH-SMART (the Mental Health Standard Measures of Assessment and Recovery Initiative), remains a key responsibility of the programme. MH-SMART aims to evolve the way that information is collected and used, so that as well as knowing who receives what services and at what cost, the sector can understand what is happening to the mental health status of people who have contact with mental health services. - Assisting the ongoing implementation of PRIMHD, particularly the long term sustainability of the programme. Helping services consider what processes and infrastructure need to be put in place now, to ensure that collecting and using mental health information becomes embedded and remains an enduring part of the way they work.
- Developing outcome reports for PRIMHD and other reporting as required.
- Attempting to provide utility for mental health information through training, resources and the development of e-tools.
Our work
Australasian Mental Health Outcomes Conference
Te Pou and AMHOCN (Australian Mental Health Outcomes and Classification Network) partner to bring Australasia a mental health outcomes conference every two years. Read about the 2008 conference here.
Case Mix Grouper and Outcomes
This work explores the implications of using the casemix classification across mental health services.
Clinical Projects - outcome measures
Te Pou keeps abreasts of clinical developments, and, under the terms of its contract with the Ministry of Health takes an active part in initiatives and clinical developments involving outcome measures, both in New Zealand and internationally.
Service User Engagement, Outcomes and Information Development
Te Pou continues to update and provide information to service users (through networks, forums, meetings and conferences etc) about outcome measure developments. We also continue to develop information about mental health outcomes for use by service user groups and leaders, and district health board consumer advisors.
MHOsys (Mental Health Outcomes System)
The Mental Health Outcomes System (MHOsys - say 'moses') is an online tool for District Health Boards (DHBs) collecting outcome measures, giving them the ability to access and analyse collected data, and providing useful information around the effectiveness of service delivery.
Engaging Maori in Outcomes and Information Development
Increased awareness about and understanding of the use of outcomes information in Maori mental health services will enhance mental health outcomes for tangata whaiora and whanau. By educating services about the importance of cultural differences and the impact that these have on ratings, and the analysis and interpretation of data, we can improve mental health outcomes for Maori.
Information Utility Strategy
This strategy supports the shift of services in the mental health sector from being data collectors to information users. This is a key objective of the Government's National Mental Health Information Strategy, 2005.
Looking to Implementation
The Information programme supports the introduction of a suite of outcome measures in the mental health sector. The aim of this work is to introduce a suite of measures over a five-year timeframe.
Need to Know - Mental Health Information Development Plans
This work will support district health boards (DHBs) to develop and embed structures and processes for collecting and using information in mental health services.
NGO Information Development & PRIMHD Implementation
This work supports the Ministry of Health's NGO strategy and implementation plan to prepare NGO mental health services to collect and use mental health information at a local and national level.
PRIMHD Information Development
This work is being carried out collaboratively with the PRIMHD project team. As the entire mental health sector begins to collect, report on and use information at a national level, Te Pou is contributing to PRIMHD by promoting a sustainable future for the collection and use of mental health information.
Test Project
The purpose of this work is to extract mental health outcome measures data from six New Zealand district health boards (DHBs) and analyse the data in respect to its quality, with a view to developing a national data monitoring plan.
Training
Te Pou delivers training to upskill the mental health workforce in information collection, and increase sector knowledge and understanding of how outcomes measurement and information can be used to improve mental health services.
Vision Paper - Past, Present, Future
Information use - beyond the noise of manufacturing. This work has timelined mental health information outcomes development to give a clearer picture and context of mental health information in New Zealand.
Waikato DHB: Concept versus Reality
This works has identified local realities in mental health services at Waikato DHB that impact on its ability to achieve national information development objectives.
