Terms and conditions
The following terms and conditions apply to all Disability Workforce Development (DWD) grant funding.
1. Background
The Ministry of Health (MOH) has contracted Te Pou to administer grant funding for four grants:
- training
- effective practice
- leadership development
- consumer leadership development.
2. Evaluation panel
- An evaluation panel at Te Pou decides which applications will be funded in line with grant criteria (with assistance from MOH if required)
- If necessary, the MOH will be consulted
- All decisions are final
3. Administration and communication
- DWD (including the three regional facilitators) are the main point of contact for the sector
- The Te Pou website and the DWD e-newsletter has information on grant funding and the application process
- DWD monitor and evaluate organisations that receive funding
4. Applications
- Must come from MOH funded disability support services
- Are not accepted from individuals
- Must be on the approved application form and submitted electronically
- Must come from the email address belonging to the person authorised to submit the application
5. Funding information
- An annual amount for grant funding is allocated to Te Pou in its contract with the Ministry of Health
- The funding available is in the form of a grant
- The amount paid by Te Pou to successful applicants is inclusive of GST
- GST and income tax obligations are the responsibility of the successful applicants
6. Reporting requirements
- All successful applicants will be required to provide a report once the funded learning programme is finished
- There may be other reporting required on a case by case basis which will be set out in the agreement
7. Formal agreement and financial requirements
- Te Pou will enter into an agreement with successful organisations
- Funding is for one-off proposals
- If the learning programme (or part of the learning programme) does not go ahead, the organisation may be required to refund any money received back to Te Pou. This will be outlined in the agreement
- Any underspend may also be required to be returned to Te Pou
8. Background checking and auditing
- Te Pou reserves the right to carry out background checking of any applicant group including without limitation in order to check its legal status
- Te Pou reserves the right to check the on-going financial viability of the organisation before any funding is distributed
- Te Pou reserves the right to check with other government departments or Crown entities to ensure that the organisation is not receiving any funding from any other source for the learning programmes proposed to be funded
- Te Pou reserves the right to undertake a review of any funded learning programmes and/or an audit of any grant funding received by an organisation
- Should Te Pou make a reasonable request for an applicant to provide further information to assist it in undertaking such background checks, the applicant should do so promptly
9. Information collection and sharing
- Information relating to an applicant that Te Pou collects will be stored by Te Pou in accordance with statutory and other requirements may be accessed by the applicant in accordance with the Privacy Act 1993
- Applicants may request corrections to their Information
- The Information will be used to process applications and to enable Te Pou to report to government and other entities in the health sector, including (without limitation) the Ministry of Health
10. Liability
- Te Pou shall not be responsible for any loss whatsoever (perceived or otherwise) suffered by an applicant as a result of its involvement in the application or grant process including without limitation a loss of income or loss of surplus as a result of that applicant’s application being declined
