CPSLE scopes of practice project
Te Pou is embarking on a new project to develop scopes of practice for CPSLE roles. This project will fulfil Action 2.4 of the CPSLE workforce development action plan, “develop partnerships to collaboratively develop scopes of practice for CPSLE workforce roles”.
A scope of practice defines a workforce, its settings, practices and methods. It describes the activities that people are educated, competent and authorised to perform as part of their profession. Previous work undertaken by Te Pou (2022) found the elements of a scope of practice also include role definitions, values and competencies, and may include information about training and qualifications.
Developing and publishing CPSLE scopes of practice forms a strong statement to the wider mental health and addiction sector as to the value and potential of CPSLE roles, providing clear guidance on the best parameters for CPSLE roles to work within. The CPSLE workforce consistently makes calls for CPSLE scopes of practice, which will give role clarity and support CPSLE workers in the face of role creep and misunderstanding of the boundaries and definition of CPSLE roles.
This project is due for completion by December 2026. We will be embarking on a broad engagement approach to research in the latter half of 2025.
How you can get involved
- Consider applying to sit on our lived experience advisory rōpū (see Terms of Reference and call for expressions of interest below)
- Look out for regional wānanga and focus groups, as well as online focus groups. Opportunities to participate in research and engagement will be posted on this webpage, as well as promoted through LinkedIn.
- Look out for a research survey seeking greater detail on selected CPSLE roles.
Advisory rōpū
Expressions of interest for the advisory rōpū closed on 13 August. We will reach out to applicants within a week of the closing date.
We are calling for expressions of interest to join the CPSLE Scopes of Practice advisory rōpū to guide the design and implementation of the Te Pou project to develop scopes of practice for the CPSLE workforce.
Te Pou is seeking external expert lived experience guidance for the development of scopes from a range of stakeholders. The purpose of the CPSLE Scopes of Practice advisory rōpū is to collaborate with Te Pou in the design of the information gathering phases, and oversight of the analysis and writing of the Scopes.
The rōpū will consist of six to eight members. Please review the Terms of Reference and the Expressions of Interest information, and then if you are interested, complete the EOI application form below.

Scopes of practice literature review
The Consumer, Peer Support, and Lived Experience Workforce Action Plan, Action 2.4 describes the intention to develop scopes of practice for the CPSLE workforce. Scopes of practice will support role clarity and advocate for CPSLE roles in the workforce. We conducted a literature review to inform the implementation of this project.
