NGO workforce development challenges: 2022 survey of adult alcohol and drug and mental health services report

This report is based on the 2022 NGO workforce survey questions about workforce development challenges and support needs.

The survey sought information from 214 NGOs contracted to deliver adult alcohol and drug and mental health (including forensic) services. It collated information to identify progress towards meeting health policy goals to build a vibrant and representative NGO sector with equitable access to workforce development.

One hundred and eleven NGOs completed some or all of the survey. Key findings are as follows.

  • Dedicated governance and workforce roles are the most common way that NGOs incorporate lived experience, Māori, and Pasifika leadership.
  • Funding inequities present substantial challenges for NGOs ability to meet the full costs of employment and provide workers with development opportunities.
  • A national NGO workforce development plan is needed to address inequities and challenges. It needs to be co-designed and co-produced with NGOs to reflect their diversity.
