Hub and spoke - HIP programme
The ongoing development of a hub and spoke approach for the delivery of the HIP programme continues.
Te Pou has the national role as the hub, which includes oversight and management of the national programme and working with the regional spokes to deliver this programme in a region.
Wellsouth is the host for the Te Waipounamu region's spoke. We are now pleased to announce that Procare Fresh Minds will host the Northern region training spoke. This is the result of the procurement process that Te Pou led to secure an organisation to lead this for the region.
We are working with the Fresh Minds team on the establishment of the regional spoke, which will get underway in the next few months.
More information will be provided for Northern region providers once we have finalised the timelines for the establishment of this region spoke. This will be the second regional spoke to be established, alongside the Te Waipounamu regional spoke team hosted by WellSouth. In the meantime, all arrangements for training, scheduling, and coordination for the Northern region remain with Te Pou.
To support the ongoing development of the hub and spoke, Te Pou summarised the research and evidence about the hub and spoke model. This has been provided to the regional spokes and is now available on our website. We have included information on the role of the national hub and the regional spokes.
As part of the further development of the hub and spoke approach, a strategic reference group will be established to provide strategic oversight and guidance for the hub and spoke delivery of the HIP training.
Te Pou continues to provide the coordination for the programme for the Te Manawa Taki and Central regions until a time is established for when these spokes are to be set up.
Te Manawa Taki and Central (Te Pou) HIP training
As of the end of year 2025, HIP training delivered by Te Pou under the Health Improvement Practitioners – North Island programme includes HIPs from the Northern, Te Manawa Taki, and Central regions.
From February 2026, HIP training for the Te Manawa Taki and Central regions will continue to be co-ordinated by Te Pou. To view the programme, outline and trainee prerequisites, please visit the health improvement practitioner webpage. Te Manawa Taki and Central organisations should register HIPs through the respective regional HIP programme.
Please note, each training cohort will include two separate registration links, one for each region:
- Te Manawa Taki organisations should register HIPs under the Te Manawa Taki programme
- Central organisations should register HIPs under the Central programme

Te Waipounamu South Island HIP training
The HIP training for Te Waipounamu South Island is co-ordinated by WellSouth. WellSouth is a spoke in the hub and spoke model, with Te Pou as the hub. Te Waipounamu South Island HIPs should complete training through the Te Waipounamu South Island HIP programme.

Northern HIP training
The HIP training for the Northern region (Auckland metro and Northland) is co-ordinated by ProCare Fresh Minds. Pro Care Fresh Minds is a spoke in the hub and spoke model, with Te Pou as the hub. To view the programme outline and trainee prerequisites, please visit the health improvement practitioner webpage. The Auckland metro and Northland organisations should register HIPs training through the Northern HIP programme.
